Fleet Size on Standard Plan

I have a paid "Standard" subscription and have filled up my default fleet with 5 vessels.  My understanding is I can have multiple fleets containing up to 50 vessels (10 fleets of 5 or some similar combination).  I have created 2 more fleets but cannot add any vessels to them receiving the error message "Fleet size limit reached" no matter what I do to try to add a vessel.  This is very frustrating.   Thank you for your help
